Man Steals Police Car; Shots Fired

A man is behind bars after stealing a police car and driving into a barricade.  Edmond Police Officers had actually handcuffed, and put the suspect in the back of a patrol car for a traffic violation.  But somehow he was able to take control of the wheel.  Officers did fire shots to stop the suspect.

About 7:40pm last night, Edmond Police pull over a man for speeding on 4th and Broadway.  Officers found out that he had a suspended license so he was handcuffed, and his white Camaro was impounded.  While in the back of the squad car, the suspect maneuvered his cuffs to the front of his body and drove away.

Police audio records recall the Edmond officer, who was on the call.  He said, "We're southbound on Broadway, he jumped through my cage which I did try to shut.  He's running lights and sirens.

Glynda Chu with the Edmond Police Department said, "Who in the world would've thought this would happen.  This person is handcuffed it's a routine traffic stop, but it just goes to show you how quickly things can go down hill."

The suspect, 29-year-old Todd Heinen, raced at high speeds on the busy street in Edmond, eventually running into a brand new stretch of road.

"We've got tire shreds on the road here, i think he's lost them we both shot at this guy," the officer on the audio tape said.  "Headquarters, he has crashed through the barricade.  He's in the construction zone off of Broadway, he's on the construction zone over the bridge."

Heinen was later caught underneath a bridge on Memorial and Broadway.  He was taken to Presbyterian Hospital with a gunshot wound to the hand, then booked into the Oklahoma County Jail.

"We do know that he has an extensive criminal record, and it's also violent.  So last night it ended as best that it possibly could under these circumstances," Chu described.

Two Edmond officers, who fired several shots, have been put on routine, paid administrative leave pending an investigation.  Authorities will review the incident to see if there's anything they could've done to stop this criminal joy ride.

"It was a very tense situation, certainly a very scary one.  That area is populated with people at that time, people in restaurants, and so it could've ended much worse than it did and we're grateful no one was seriously hurt," Chu concluded.

Heinan faces 3 charges including larceny of a motor vehicle, felony eluding, and escape from a police officer.  His drivers license said he was from Okarche, but Edmond Police say he could've been living in the metro area.
